They have been charged under the Factories Act, 1948, the department's deputy director Manish Shrivastav said on Sunday.

As many as 41 people were killed in the chimney collapse at Vedanta Resources-controlled Bharat Aluminium Company Ltd's (Balco) upcoming power plant here on September 23.

Besides Balco Chief Executive Gunjan Gupta, others named in the charge sheet include the company's project manager Viral Mehta, Hau Zozin, CEO of Chinese firm SEPCO and five directors of Gannon Dunkerley and Company Ltd (GDCL).

SEPCO and GDCL were involved in the construction of the 1,200 MW plant.
The Labour Court will hear the case on February 24, Shrivastav said.
A judicial commission is separately probing the circumstances that led to the crash, while state police are also inquiring into the incident.
