Speed governors in all commercial vehicles by March 31, govt tells HC

The State government will take steps to implement the August 11, 2015, notification that mandates that speed governors be installed in all commercial vehicles by March 31 next year, the State government told the High Court on Wednesday.

Old transport vehicles will not be issued fitness certificates unless speed governors are installed in them, the government counsel added, prompting the court to dispose of a petition that demanded that speed governors be mandatorily installed in all commercial vehicles in Karnataka.

A division bench of acting Chief Justice S K Mukherjee and Justice B V Nagarathna, however, expressed concerned in its order that previous directions issued by the High Court and the Supreme Court had not been implemented.

Y N Nanjappa, a resident of Banashankari, had moved the court, contending that cabs are plying without speed governors installed in them in contravention of several notifications and deadlines set by the State government in this regard.

He urged the court to ensure enforcement of rule 118 of the Central Motor Vehicle (Sixth Amendment) rules, 2015. The government had issued the notification on August 11, 2015, to incorporate these rules. The petitioner also urged the court to direct the government to submit a compliance report.
