Guv objects to Katti's pre-emptive remarks

Taking serious exception to Katti’s repeated statements on premature release of 593 prisoners serving life term, Bhardwaj has written a letter to the Chief Minister, sources said.
Referring to the minister’s statement made on September 1 that he would meet the President of India if the Governor sends back the file, Bhardwaj is learnt to have said he would consider such pre-emptive remark as highly objectionable and bordering on intimidation of the Governor.   The propriety of a minister giving a go-bye to his Constitutional responsibility and openly making such comments against the Head of the State and continue to remain as minister should be examined by the Head of the Government.

Sources said the Governor  expressed his surprise over Yeddyurappa’s silence on such brazen Constitutional impropriety by one of the ministers. He is also said to have asked the Chief Minister to reply at the earliest.   

The Governor is learnt to have pointed that in two of his letters to the Government he had explained at length how the proposal submitted requesting the release of convicts was inadequately prepared.

There was neither any indication that the Government had applied its mind on each case to justify the release of the prisoners nor had the government placed any relevant information to satisfy him that each of the prisoners deserve to be released.

According to sources, Bhardwaj said despite his clear advice to the Government for proper examination of each case, he found Minister Umesh Katti regularly making unwarranted references to the Governor in public.
