Horticulture department shouldn't have confiscated books in Cubbon Park: MP P C Mohan

Bengaluru: Two days after the Horticulture Department forcefully confiscated books from a readers’ gathering at Cubbon Park, Bangalore Central MP PC Mohan called for striking a balance between community events and regulatory responsibilities. 

Authorities halted the ‘Secret Santa’ book exchange, organised by the Cubbon Reads group on December 21, calling it “illegal” because no prior permission was obtained. The department insists that any gathering of over 20 people at Cubbon Park requires prior permission. 

Speaking to DH, Mohan conceded that the department shouldn’t have confiscated the books. 

According to Mohan, Cubbon Reads holds book readings on Sundays and doesn’t create any chaos. “But since they organised Secret Santa, the gathered readers outnumbered the usual crowd, leading to confusions,” he said. 

To avoid such incidents in the future, he said the department should simplify the process for event permissions. “Professional conduct from authorities when managing events must be ensured,” he said, highlighting that all the stakeholders must be notified in case of change in rules or introduction of new rules. 

He also added that a public feedback mechanism for citizens to share concerns and suggestions must be formed, while suggesting that an easy-to-use online system or a website could be a viable option. 

In a post on X, Mohan said public spaces were vital for fostering connection, but organisers must ensure proper permissions and accountability. “Officials should act with professionalism,” he noted. 

Pointing out the reforms required in the management of Cubbon Park, Mohan suggested that a management committee should be formed with representatives from the community, civic bodies and environmental groups. He also called for opening more entry and exit points for pedestrians.
