Kaveri 2.0 portal glitch: App affected with DDoS, impacting registrations restored

Mysuru/Hubballi/Shivamogga: Registrations of property documents, which were affected from Saturday, resumed to normalcy on Wednesday, as Kaveri 2.0 application which was affected by a DDoS (Distributed Denial of Service) attack was restored and became fully operational, according to Inspector General of Registration and Commissioner of Stamps, Bengaluru, K A Dayananda

On an average 9000 documents of properties are registered with average revenue collection of Rs 65 crore per day in the State.

So the technical glitch in Kaveri 2.0 had impacted registration of atleast 19644 documents, and Encumbrance Certificates (EC) and certified copies (CC) services, and it had reduced revenue collection of atleast Rs 111 Crore from Saturday to Tuesday, in as many as 256 sub registrar offices in the State including 14 in Mysuru district and five in Mysuru city. 

On January 31 when the App was fine, they had registered 9898 documents, 152 FRUITS (Farmer Registration and Unified beneficiary InformaTion System) Ids, signed 861 ECs, issued 568 certified copies and they had collected a revenue of Rs 107.22 Crore. 

Dayananda  informed that, on February 1, due to technical glitch in app, they could register just 556 documents, five FRUITS Ids, signed 614 ECs, issue 37 CCs and collect a revenue of just Rs 15.18 Crore. On February 3, due to interim measures they could register 5243 documents, 62 FRUITS Ids, sign 585 ECs, issue 95 CCs and collect a revenue of Rs 52.24 Crore. On February 4, the application was down and after detailed analysis, measures were put in place to restore the application. Hence its performance improved and they could register 1657 documents, 70 FRUITS Ids, sign 552 ECs, issue 271 CCs and collect a revenue of Rs 17.13 Crore. 

On February 5, till 4pm, since the technical issue was resolved, they could register 7225 documents, sign 3903 ECs, issue 753 CCs and collect a revenue of Rs 62.59 Crore.

Dayananda attributed the technical issue in app to foul play as the app, which is designed to handle around 1.5 lakh hits per day, recorded anywhere between 15 lakh to 20 lakh hits per day. “There seems to be use of Artificial Intelligence bouts that generated multiple hits on the servers,” he said. 

Dayananda informed, "In order to address this, a range of enhanced security measures have been implemented to mitigate the future risks and e-Governance department is continuously monitoring to safeguard the application," he said. 

“Based on the inputs we get from the committee formed to investigate the matter, I will file a complaint with the cyber police,” Dayananda said. 

Sub Registrar of Mysuru South, C P Nandini said that on an average they register 50 to 60 properties per day. But due to a technical glitch, they could register just two properties on Saturday, 24 documents on Monday, 14 on Tuesday. But since the software resumed to normalcy on Wednesday, they could register 52 documents, she said. 

In Davangere, on an average 100 to 130 property registrations are done per day when there is no technical glitch. But, due to technical glitch there was a drastic decline in the number of property registrations and there was no property registration on February 4.
