Model code of conduct in Kodagu

The model code of conduct came into effect on December 6 midnight across the State, including urban areas, and it will remain in force till January 5, 2011—till the completion of the election process. Accordingly, no development works can be undertaken by the Panchayat.

District-in-Charge Minister can not preside over Karnataka Development Programmes review meeting in the district-level. The model code of conduct will not come in the way of implementation of drinking water projects in drought-hit areas. However, the projects can not implemented in the presence of political leaders. The code will also not come in the way of providing compensation to the flood-hit regions. The government vehicle provided for the Zilla Panchayat President and Vice-President will be in the hands of Deputy Commissioner till the completion of the election, said the State Election Commission.

The model code of conduct will not affect cultural and religious programmes. However, the politicians who attend these meetings should not make any announcements in the meetings. The vehicles given to the MLAs and MPs in the district for officials use will be taken away by the Deputy Commissioner till the completion of the election. The government vehicles can not be used for campaigning. If the process of recruitment has already started, then it should not be finalised till the completion of the election.

There is no scope for any recruitment. The distribution of ration card in district and taluk-level and implementation of any development works in rural areas will amount to violation of model code of conduct. The model code of conduct is applicable to town panchayat, TMCs and CMCs. Any programme to woo the voters is prohibited.

Banners, cutouts with the photo of political leaders in public palces, government vehicles and KSRTC vehicles are banned. Deputy Commissioner will be in-charge of the implementation of model code of conduct at the district and taluk-level.
