He said that RTE ensures education for all and is a basic human right.
He opined that quality of education should be kept in mind along with universal access and enrollment for the effective implementation of Universal Elementary Education.
A group of 28 persons representing Andhra Pradesh, Tamil Nadu, Karnataka, Kerala, Pondicaherry, and Lakshwadweep Islands are attending the programme.
RTE expert from National University for Educational Planning and Administration (NUEPA), New Delhi Prof Nalini Juneja, programme coordinator, Dr Asha Kamath, Dr B S Upadhayaya were present.
