<p>Urban Development Minister Vinay Kumar Sorake said there was a need for planning the comprehensive development of the district with a foresight by making the best use of available resources.<br /><br /></p>.<p>He was speaking after inaugurating ‘Udupi - 360 degree’ programme organised by the district administration to discuss and chalk out plans for the overall development of the district at Atal Behari Vajapayee hall at the deputy commissioner’s office ‘Rajathadri’ in Udupi on Friday. <br /><br />He said the district has abundant water, human and natural resources which has to be utilised properly. The progress has to be attained in agriculture, industrial and service sectors. Framers who are facing several problems are losing their confidence. There is a need to make convenience for agriculture and instil courage among farmers, he suggested.<br /><br />Pointing at various opportunities in the tourism sector in the district, the Minister said tourism should be supported by providing new facilities. Development of tourism will generate employment, he said.<br /><br />Kundapir MLA Haladi Srinivas Shetty said there was increasing problem due to an increase in the number of hoblis. Revenue department is facing a sea of problems. Steps should be taken to shift some additional work from taluk office to hobli offices and the existing hobli office works to gram panchayats. <br /><br />DC’s suggestions<br /><br />In his introductory remarks, Deputy Commissioner T M Reju touched upon various reformations that should be made for speeding up the administration. ‘Sakaala has helped people to a great extent. It would be more useful if Sakaala offices are opened in gram panchayat level. There is a growing vacancy in 45 departments in the district. If some of the departments have 60 per cent of the sanctioned posts vacant, some of the departments have 20 per cent of the posts vacant. These vacancies should be filled for effective functioning of the administrative machinery,” he pointed.<br /><br />The district requires 61 junior engineers, while the available strength is only 38. Of the 64 posts of surveyors, only 22 posts are filled. With the current number of surveyors, they would require two years to dispose the pending applications. A junior engineer and a surveyor has to be appointed for every gram panchayat for the effective functioning, the DC said.<br /><br />He also suggested for the complete digitalisation of all the departments, resurvey of the land, prepare a digitalised blueprint of the land available under every gram panchayat and urban local body etc.<br /><br />Zilla Panchayat CEO Prabhakar Sharma among others were present.<br /><br /></p>
