It was during the 1968 mid-term elections to five Assemblies that a new innovation was introduced.

The presiding officer of every polling station had to sign on the back of every ballot paper before it was issued to the voter.

This was to address complaints arising out of one problem: sometimes spurious ballot papers were inserted into ballot boxes after polls were closed and before counting.
