Sharp fall in left-wing extremism in Bihar

There has been a sharp decline in Maoist activities in the naxal-infested districts of Bihar. A report prepared by the Union Ministry of Home Affairs (MHA) says that out of 30 most-affected left-wing extremism (LWE) districts across the country, only four are in Bihar.

These districts are Gaya, Jamui, Lakhisaria and Aurangabad, most of which share borders with the Maoist-infested Jharkhand.

The revised categorisation of states has put Chhattisgarh and Jharkhand ahead of Bihar in terms of LWE districts.

The move comes close on the heels of Home Minister Rajnath Singh showering praise on the Nitish regime for the sharp fall in Maoist activities.

"The Maoists activities here have come down to half in the last five years. Similarly, the death (due to Maoist violence) too has dropped to one-third," Rajnath Singh said earlier this week during his Bihar visit.

"In 2010, 32 out of 38 districts in Bihar were Maoist-affected. This has now come down to 20. While four have been declared most-affected LWE districts, the rest of the 16 districts fall under the category of security-related expenditure (SRE). This essentially means these 16 districts will receive central assistance for counter-insurgency operation," a senior police official said.

"Earlier, there were 22 districts under SRE. But with six districts — Patna, Sitamarhi, Sheohar, Bhojpur, Begusarai and Khagaria — excluded from the list, only 16 districts remain under SRE," the source said.

Under the SRE scheme, expenses incurred in the deployment of security personnel in Maoist-infested zones, rent of their accommodation, carriage of constabulary and related expenses, airlifting charges (in case of casualties or serious injuries), hiring of vehicles, stipend to surrendered Maoists, et cetera, are reimbursed by the Centre.
