CJI wants managers at dist courts

Chief Justice of India Justice Dipak Misra instructed the State government and the High Court to take steps to appoint court managers for each district court to work as facilitators, saying that MBA holders can be considered for these posts.

Speaking after inaugurating the new court complex built at a cost of Rs 122 crore, here on Sunday, he stated that lack of funds should not be an excuse for the government while providing required infrastructure to the courts, which should have adequate facilities to deliver justice to litigants in time.

Modern technology should be adapted in courts. Courts should have quality-oriented atmosphere to deliver justice for all, Justice Misra added.

Chief Minister H D Kumaraswamy stated that only a few courts in the State are being run in rented buildings, and they would have their own buildings soon. The government is extending full co-operation to develop infrastructure in the courts, he added.

Mentioning the flex menace in Bengaluru, Kumaraswamy stated that officials are removing them on a war footing after the High Court chief justice gave an order. "Officials would not have shown so much interest if we had ordered them. Give more such orders on burning issues, so that we we can work well," he told the judiciary.

High Court of Karnataka Chief Justice Justice Dinesh Maheshwari noted that a committee headed by the chief secretary has been constituted, for which High Court registrar is also a member, to cater to infrastructure needs of the judiciary, especially in the subordinate courts, on a fast track mode.

Around 20% of cases in the State in 2017-18 were resolved through alternative dispute redressal mechanism like mediation and arbitration, he added.

MP Pralhad Joshi stressed the need for a nation-wide debate on having Supreme Court benches at different places in the country.

Supreme Court Judges Justice Mohan M Shantanagoudar, Justice S Abdul Nazeer, High Court judges Justice Ravi Malimath, R B Budihal, Legislative Council pro-tem Chairman Basavaraj Horatti, PWD Minister H D Revanna, MLA Jagadish Shettar, and others were present.
