Last Updated 25 October 2010, 16:41 IST

The plan which was okayed by the Zilla Panchayat after a delay of three years will be sent to the Government for approval. Of the total allocation, 17.98 per cent has been given to Gram Panchayats, 8.80 per cent for  Taluk Panchayats, 20.87 per cent for Urban Local Bodies and 52.36 per cent for the Zilla Panchayat.

Though a comprehensive plan  was implemented in the district in 2007, the Government decided to implement the same through the Five Year Plan and in this regard it asked the local governing bodies to have a Perspective Plan in place. Government also directed that the work of conducting study and preparing the perspective plan can be outsourced if the ZP wishes to do so.“We took about a year to decide which agency to outsource the work.

The study and preparing the perspective plan was outsourced to Institute for Social and Economic Change (ISEC). The organisation took another year or so to start the study. In this way we lost three years. Meanwhile the project did not get lapsed. We will aim at implementation of the project for the remaining two years,” said CEO P Shivashankar. The perspective plan has allocated Rs 738.2 crore out of the total plan for infrastructure development. Social Welfare gets 31.12 per cent of the total allocation followed by production sector, which gets Rs 489.48 crore.MLA U T Khader taking exception to the delay in approval of Action Plan said that the government will give its nod to the plan only after March, which means one more year will be lost. “It would be wise if Zilla Panchayat starts planning for 12th Five Year Plan more strategically,” Khader said.

Zilla Panchayat President Santhosh Kumar Bhandary presided. Mangalore City Corporation Mayor Rajani Dugganna, Municipal Commissioner Dr Vijayprakash among others were present.
