State babus' asset declaration tardy

  All India Service officers are required to furnish their IPR to the Department of Personnel and Administrative Reforms (DPAR)by April 20.

In the wake of nationwide public outrage against corruption, the Centre had asked state governments to furnish the property details by April 20 and warned that it will withhold vigilance clearance and promotions of the officers who fail to file the IPR.

The DPAR, hence, has to ensure that all the officers in the state file their IPR in a week.
“The DPAR usually issues a circular in the first week of January every year asking the officers to file the IPR within two weeks. But, most of them take their own time. The DPAR has to send repeated circulars and reminders. A majority of the officers have not filed the IPR even three months after issuance of the circular,” sources said.

As per the All India Service Conduct rules, filing of the annual IPR is mandatory for all IAS, IPS and IFS officers. However, the IPR details were not put in the public domain in the state. The government uses the details only for scrutiny in case of a criminal investigation or corruption charges against the officers.

Following the Centre’s direction, the DPAR has issued another circular asking the officers to file the IPR within a fortnight. There are 218 IAS, 139 IPS (Indian Police Service) and 155 IFS (Indian Forest Service) officers in the state. A section of IAS officers in Karnataka had earlier opposed to the move on the grounds that the information could be misused.

Before taking the decision, the Centre had sought the concurrence of the state government and indicated that the IPR details would be published in public domain on May 31.

The state government had expressed its willingness to the Centre to post the IPR details on its official website. “We have asked the Centre to allow us to publish the details. If the Centre agrees, all details will be made available on the DPAR website,” the sources said.
