Raja submitted before the Central Bureau of Investigation (CBI) Special Judge O.P. Saini: "The CBI is interpreting from the letter of the TRAI chairman that I breached the norms by violating the TRAI Act but is not filing it in the court."

"The CBI is wilfully not submitting full documents which will show the real interpretation of the documents," Raja told the court.

The former minister said that the CBI had not filed the TRAI report till date.

“I know I am here in one of the country's biggest scam cases. I am not joking but with due respect to the CBI, even a sub-inspector of Tilak Marg police station here will not write or file such a charge sheet unless or until he has something wrong in his mind,” said Raja.

He said that he had not violated any norms regarding the roaming facility and these  existed even before he took over the charge as minister.

“I did not violate norms regarding roaming facility. The CBI should prove that before I took charge as telecom minister, roaming facility was unknown to this country. But if I prove that roaming was already existing here and it was approved by the TRAI, then there is nothing against me,” he said.

Raja said his decision on roaming facility was taken keeping in mind the guidelines of  the TRAI.
