Rs 37-crore plan to boost Nemmadi Kendras in State: Suresh Kumar

With an aim to make Nemmadi Kendras more efficient in the State, the State Cabinet on Thursday, approved a Rs 37-crore plan, which will be implemented in a phased manner.

Briefing reporters about the Cabinet decision, Law Minister S Suresh Kumar said additional 447 nada kacheries (hobli-level offices) will be opened and 1,194 village accountants will be recruited to provide quick service to people.

Under the plan, a separate application processing centre will be opened at nada kacheries, where Deputy Tahasildars will verify the applications and take decisions. The Deputy Tahasildars have been empowered to sanction many services.

About 70 per cent of the applications will be processed at Deputy Tahasildar level. In the present system, applications submitted at Nemmadi Kendras have to be sent to the respective tahasildar for verification. It was a time consuming process, and delayed services in many cases. Nemmadi kendras will continue to function as usual until the new system is implemented.

Nemmadi kendras provide a number of services like income certificates, caste certificates and residential certificates. They act as a one-stop-destination for people to get several services offered by the government.

But due to inefficient management, the government had come under severe criticism of late. As a result, their management has now been handed over to the Revenue department from the DPAR (e-governance) department, Suresh Kumar said.

Plans are on the cards to set up nemmadi kendras at gram panchayat level in coming days.
UPOR deferred

The cabinet, however, deferred giving approval to a proposal to commence implementation of Urban Property Ownership Records (UPOR) project in Bangalore city. The project envisages conducting a survey of all immovable properties and issuing of genuine titles to all properties.

According to sources, the minister is learnt to have told the cabinet that the proposal needs thorough examination and, hence, it should be deferred by a week’s time.

K-Kisan

The cabinet approved the Karnataka-Kisan Information Services and Networking (K-Kisan) project, which envisages providing better and timely inputs to farmers. Under the project, 747 Raitha Samparka Kendras, all agriculture department offices from taluk to State level and agriculture laboratories will be inter-connected to ensure better co-ordination.

This will also help give quick inputs to farmers on soil testing and crop pattern, Suresh
Kumar said.

Besides, a 24/7 information centre will be set up and a data base of farmers and farming sector in the State will be formed under the project.
