M Srinivasan, president of the Agriculture Produce Marketing Committee (APMC), has directed that the licensed traders of mangoes and commission agents should follow the APMC rules without fail in their transactions.

He was speaking at meeting of mango traders and commission agents at the mango processing unit auditorium in the town on Thursday.

He said the High Court order, following a public interest litigation by Chandra Reddy, ex-president of the APMC and advocate M Shivaprakash, that transactions should be carried out as per law, should be strictly followed.

Paper work

Henceforth, mango traders and commission agents are barred from recording transaction details on plain white paper. They are strictly instructed to provide the farmers, who bring mangoes for sale, accounts statements in the prescribed format.

Sale of the produce should be only through tenders, public auctions and public agreements.

APMC cess records, submitted at the end of every week, should mandatorily carry the bill numbers, rate, place of origin and quantity of the produce sold and the total transaction value, said Srinivasan.

The APMC workers have been asked to maintain the accounts statements in the prescribed format only and submit regular reports to the APMC authorities.

Receipts compulsory

The receipts and permission letter should be compulsorily produced while transporting the produce. APMC workers are not supposed to operate anywhere other than the place assigned to them and not allow others to function from there.

He said a nine-member enforcement team appointed by the government would keep a vigil over the APMC activities.

Amanulla, president of the Traders Association, said mango traders and commission agents had always followed rules. But those who approached court saying farmers were cheated did so due to political reasons.
