You (Mulayam) have given the departments pertaining to Muslim welfare to a person (Azam Khan), who is least interested in their welfare”, Bukhari said in the letter. The Imam said he fully agreed with Mulayam’s assessment that the SP government has failed to deliver on its promises. Bukhari demanded that the portfolios concerning Muslims must be given to a person, who is interested in the welfare of the community and work for it with dedication.Khan and Bukhari were never on the same page ever since the SP formed its government. Their verbal duel had been a great cause concern for Mulayam.  Khan had challenged Bukhari to win the municipal election and had asked him to confine himself to religious issues.
