Omar was speaking during the police commemoration day function at Zewan in the outskirts of Srinagar.
The statement came days after Union home minister P Chidamabaram stated that the Centre was keen to solve Kashmir problem through talks. Prime Minister Manmohan Singh is also arriving in the state on October 27 to inaugurate the rail service between Qazigund and Anantnag.
