<p>Facing widespread criticism for allowing road developers to collect toll charges even before completing projects, the Ministry of Highway and Road Transport is likely to review the existing user-fee-collecting policy.<br /><br /></p>.<p>The ministry has also decided to do away with the clause of “provisional completion”, where developers were allowed to charge toll after a highway was 75 per cent complete.<br /><br />The ministry wants toll to be collected particularly in highway expansion projects—four lanes or four-to-six lanes—only after 100 per cent completion of the expansion work.</p>
