In an indication that the government is resolved to table a bill on creation of Telangana soon, Union Home Minister Sushilkumar Shinde on Friday said that the Group of Ministers (GoM) deliberating on bifurcation of Andhra Pradesh would submit its report to Union Cabinet before the Winter Session of Parliament scheduled to begin on December five.

Shinde, who heads the GoM on Telangana, declined to offer a timeframe for Telangana formation but said, “We will submit the report before the winter session begins.”

“There is a process (of creating a new state). When the Parliament passes the (Telangana) bill, the new state will come,” he said.

Senior bureaucrats of nine Union Ministries also met here to deliberate on the process of bifurcation and go through the reports made by state officials on sharing of assets and liabilities. Andhra Pradesh Public Service Commission Chairman and Secretary have already arrived with the broad contours to divide the bureaucracy to form a separate cadre and workforce to administer the proposed Telangana state, while other top officials have submitted their reports to the Union government.
