The said amount was meant for welfare schemes for students of deprived sections in the financial year 2008-09. The office of Welfare Officer of BBMP released the amount, meant for welfare schemes for post-matric students of Scheduled Castes and Scheduled Tribes, to Social Welfare Department in June 2009. However, the Palike released the amount without an approval from the Urban Development Department.
The officer in his report to the Chief Accounts Officer said that the amount was released in anticipation of permission from the Urban Development Department.
However, so far the Urban Development Department has not granted approval for the release of funds. The CAO of the Palike has taken serious note of the issue and in a letter dated December 1, 2009 recommended the BBMP Commissioner take necessary action in this regard. The Accounts Department sought information on the funds from Social Welfare Department in August 2009. But so far there had been no response. The CAO expressed surprise over the release of funds to Social Welfare Department without any allocation in the Palike’s budget.
