Modi tells firms to fund college projects

Prime Minister Narendra Modi on Saturday asked the corporate sector to fund R&D (Research and Development) projects in educational institution to enable science and technology to contribute to the ‘Make in India’ campaign. 

“Science and technology should be a part of the corporate social responsibility (funding). The dialogue between industry and academia is far from ideal in India,” Modi said, while inaugurating the 102nd session of the Indian Science Congress at Mumbai University here.

Admitting that investment in scientific research is far too concentrated in the central agencies, he wanted the funding to be broad based. 

Citing China’s ascendancy as the second largest economy in the world largely on its success in science and technology, Modi said equal attention has been given to R&D in ‘Make in India’ campaign.

Asking students to use the internet to bridge the gap between them and the scientists, the Prime Minister said digital access should be as fundamental as access to schools. 

Known for his preference to address large gatherings in Hindi, the Prime Minister spoke extempore for nearly half an hour in English here, acknowledging the presence of top mathematicians, scientists and Nobel Laureates in the audience, and was given rousing applause from more than 16,000 delegates made largely of students.  Modi also paid tribute to renowned scientist Vasant Gowarikar who passed away on Friday. 

“We must restore the pride and prestige of scientists in our nation. Innovation must be at the top of national priority. You (scientists) will find no better supporter than me. I seek your support to transform India,” Modi told the scientific fraternity.

Encouraging researchWhile government departments have been asked to tap into scientific resources to improve their performance, funding agencies were advised not to discourage researchers with red tapism. 

“The approval process should not be a deterrent as there should be flexibility on funding. The decisions have to be taken, keeping the inherent uncertainty of science in mind,” he said.

The Prime Minister also said universities should be freed from excessive regulations and cumbersome procedures, and should be ensured highest degree of academic freedom. Every year, renowned scientists from research institutes should guide the Ph D students.  He said a dedicated officer in each government department would explore science and technology option for its performance improvement using departmental budget.  

There should also be policies on biotechnology, nano technology and Clean India mission, the prime minister added.
