As per the Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995 constructing ramps and special toilets for physically handicapped were mandatory in public buildings. However, it had not been implemented effectively, said Minister for Women and Child Development P M Narendraswamy on Wednesday.
