Property records digitisation soon

The State government will soon introduce e-Aasti and e-Khata system in the  Urban Local Bodies (ULBs) and Urban Development Authorities (UDAs) respectively, including Bangalore Development Authority (BDA), to enable people to easily access their property documents and get digitised Khata.

People living in the jurisdiction of ULBs, including City corporations, will be able to access property-related documents such as approvals obtained from various authorities, property tax-paid receipts and mutation extracts on e-Aasti website, which is yet to be launched. However, the government has no plans to introduce e-Aasti in Bruhat Bangalore Mahanagara Palike (BBMP).

E-Aasti is a replica of e-Vinyasa, which has been introduced in the Bangalore Metropolitan Region Development Authority (BMRDA) limits. The BMRDA has uploaded documents pertaining to over 2,000 residential layouts approved by it since its inception. Similarly, the Rural Development and Panchayat Raj (RDPR) department has introduced e-Swattu in the limits of gram, taluk and zilla panchayats and is issuing digitised khata (e-Khata).

Urban Development Department (UDD) Secretary T K Anil Kumar said separate rules have been framed to govern the two systems. All ULBs will start issuing certified copies of select property-related documents to people over the counter once e-Aasti is in place. A nominal fee will be levied for the service. E-khata will be applicable to the UDAs, and property owners will get digitised khata under the system, he added.

The UDD will soon issue a draft notification calling for objections and suggestion from the people regarding the rules framed under Karnataka Municipal Corporation Act and Karnataka Municipalities Act. Preparations are underway in all ULBs and UDAs to introduce the systems. E-Aasti will be introduced in a phased manner. Documents uploaded on the website will have digitised signature and citizens may download and use them. The highlight of the initiative is that it is expected to prevent illegal property transactions as the parties may easily verify authenticity of the documents, UDD sources said.

Sources said the NIC, a premier technology hub of the Central Government, has been entrusted with the responsibility of developing e-Aasti website. It will be an integrated website for all ULBs in the State. Citizens may access information of properties in any ULB using the Property Identification (PID) number.
