Prez asks guvs to stick to constitutional roles

President Pranab Mukherjee on Friday called upon all governors and lieutenant governors to play an active role to use their “wisdom, experience and moral authority” to help create a harmonious relationship between the Centre and the states.

In a New Year message to them delivered through video conferencing from Rashtrapati Bhavan, Mukherjee also asked the governors to use their “astute leadership” for the success of the Centre’s flagship policies and programmes like Swachh Bharat Mission, Smart City Mission, Digital India, Make in India, Skilling India, and Start-up India initiatives.

Mukherjee said the governors, who were the constitutional heads of their respective states, must perform their duties and obligations within the framework of the Constitution. “In other words, they must play their assigned role while respecting the distinct authority and responsibility vested in each of the three organs of the state, that is, the executive, the judiciary and the legislature,” he said.

Mukherjee said while the economy grew at 7.2 per cent in the first half of 2015-16 and was on its way to recovery, “a  worrisome feature is the agriculture sector which has been impacted by a deficient monsoon.”
