Faster building plan OK for sites in BDA, BMICAPA layouts

Soon, getting a building plan approval from Bruhat Bengaluru Mahanagara Palike (BBMP) for properties in BDA-approved layouts will be easier, with the newly revamped online system of Building Plan Approval and Management System (BPAMS).

Hitherto, one had to visit the BBMP office and follow a manual procedure to get an approved building plan.

Although one can upload the plan online for approval, one still has to visit the office to receive the approval from the officials since there is no online gateway. “All these issues are being resolved in the new plan,” said H N Raghu, additional director, town planning, BBMP. The software is being upgraded with the help of Softeck Engineers Pvt Ltd.

Under the upgraded BPAMS, the civic body has categorised the plan approval system on the basis of risk-based classification: very low risk, low risk, moderate risk and high risk. So far, there were only three categories, namely low risk, moderate risk and high risk. The addition of another category of very low risk has made it easy for applicants to get an approval faster since there will be no inspection.

“All properties in layouts approved by BDA or Bangalore-Mysore Infrastructure Corridor Area Planning Authority (BMICAPA) will get an approval easily since there will be no inspection as BDA or BMICAPA would have already approved them,” reads the order passed by the BBMP.

However, site owners of other categories need not worry either since BBMP officials have strictly been told to follow guidelines for the online process from now. “The online process will be implemented in about 15 days,” said BBMP Commissioner N Manjunath Prasad. The central office has to pass the file in 30 days and the zonal offices have to pass it in 15 days. Asked about complaints regarding officials delaying the process deliberately, Raghu said, “That will not happen since this is an online system. If any such case comes to light, we will take disciplinary action against the official.”
