Teacher transfers to be over by Feb, says minister

The State government has decided to complete the process of teacher transfer by February 2018.  

"The department will publish teacher transfer guidelines by December 15 and plans to complete the transfer process  February 15, 2018," Primary and Secondary Education Minister Tanveer Sait told reporters on Monday after chairing a meeting with education department officers regarding transfers, promotions and recruitment.

"The final version of the Karnataka State Civil Services (Regulation of Transfer of Teachers) Rules, 2017, has already been published. The process will be completed in two months, but the transfer orders will be issued only after April 10," Sait said and added:" Teachers will get enough time  to relocate."

The Minister stated that the department intended  to conduct the transfer process for 2018-19 in May itself.

"This will be done to ensure that teachers and students aren't disturbed in the middle of the academic year," Sait added.

Regarding issues with pay parity of teachers, Sait said that department officials had met chairperson of the pay commission and submitted proposals.

"I am confident  that teachers' pay could be increased to the expected level," the Minister said.

The government had already completed four phases for the recruitment of 10,000 primary school teachers. The tentative recruitment list would be published in February 2018 and the final list would be published in May, he said.

"The Karnataka Examinations Authority (KEA) is expected to issue a notification  for the appointment of 1,201 PU lecturers. For the first time, 139 principals will also be appointed through direct recruitment by the KPSC," Sait said.  

Decentralised evaluation from 2018:  

The Minister stated that II PU answer script evaluation would be done in a decentralised manner from 2018.

" It's difficult for the department to make accommodation and food arrangements for over 20,000 lecturers in Bengaluru. Under the decentralised system, different subjects will be evaluated in different locations," Said said.  

KSEEB has already decentralised evaluation of Class 10th answer scripts, he said.  

"The government has decided to hike the evaluation remuneration for lecturers," he said.
