<p>Bengaluru: Karnataka will take the lead in mobilising opinions against the draft regulations of the <a href="https://www.deccanherald.com/tags/ugc">University Grants Commission (UGC)</a> by forging a multi-state alliance.</p><p>The Siddaramaiah administration is planning to organise a national conclave of all higher education ministers at Bengaluru on February 5. Higher Education Minister Dr M C Sudhakar is writing to ministers of all states inviting them to attend the conclave.</p>.M K Stalin asks Opposition-ruled states to pass resolutions against UGC rules.<p>Speaking to <em>DH</em>, Dr Sudhakar said, "Some states, including Kerala and Tamil Nadu have raised objections. Latest is JD(U) which expressed dissent. We were the first state to raise objections. Chief Minister Siddaramaiah issued a statement against the draft UGC regulations and I wrote to Union Education Minister Dharmendra Pradhan on the same demand to direct UGC to withdraw the draft regulations."</p><p>The minister added that at the conclave, Karnataka will provide a platform to discuss the draft regulations in detail. "There is a need to discuss the pros and cons of the draft regulations issued by UGC. We are also planning to pass a resolution against the draft regulations and submit it to the Union Education Minister along with our views," Sudhakar explained.</p><p>The recent draft regulations issued by UGC on (Minimum Qualifications for Appointment and Promotion of Teachers and Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education) 2025 has been opposed by Karnataka with Dr Sudhakar writing a letter to Union Education Minister. In the letter Dr Sudhakar raised several objections including giving entire powers regarding appointment of Vice Chancellors to the Governor. </p>
