<p> <br />Addressing a press meet here on Thursday, MUDA Commissioner P G Ramesh said the revised master plan is valid till 2021. Last master plan was approved in 1992. The revised plan has been prepared for an estimated 10.7 lakh population in the local planning area by 2021.<br /><br />According to the 2001 census, the population of the area was 6.46 lakh. The revised master plan covers 306 square kilometre of land area. Of this, 207 sq km of land has been set aside for planned city development. He said as per the plan, the width of National Highways must be 45 metres. <br /><br />“It has ruled that buildings of 18 metre high and above should be treated as high-rise buildings. The approval for constructing high-rise buildings should be given only if the existing roads leading to their location were nine metre wide. Every building should have parking facility. A building of 75 square metre and above should give provision for the car parking.” <br /><br />Proposals<br /><br />Ramesh said “a 45-metre wide bypass ring road has been proposed in the plan. The ring road starts from Kotekar-Beeri-Deralakatte-Belma-Amblamogaru-Adyaru-Neermarga-Tiruvailu-Moodushedde-Madushedde-Marakada-Kenjaru-Thokuru-Bala-Idya and joins Surathkal junction on NH 17. The land notified for the acquisition under MSEZL will be considered as industrial zone.” <br /><br />It also proposes to start a 30 metre wide ‘Mangala Corniche’ road on the side of rivers from Gurpura bridge to Nethravathi bridge in Ullal. To reduce the density of the traffic inside the city limits, 4 truck terminals have been proposed at Kannur, Bajpe, Hosabettu and Panambur. <br /><br />The floor area ratio for other buildings have been fixed at 3.25. The local project areas have been divided into intensively developed zone, moderately developed zone, sparsely developed sone. The road leading to any extension or sites should be minimum of nine metres wide. He said IT and BT will be allowed to come up in residential areas. <br /><br />Set back area<br /><br />The order said that the front set-back area in high-rise buildings should be at least five metres wide and the set-back area on the other three sides six metres wide. <br /><br />MUDA Chairman Dr Madhav Bhandary said the Government has said that the Fire Services Department, while issuing no objection certificates to high-rise buildings, should ascertain that all norms pertaining to set-back area, height of the building, and the width of the road, had been strictly adhered to. It should also examine if such high-rise buildings had adopted proper fire safety measures prescribed in the national building code. <br /><br />Earlier there was no proposal for the construction of stair case in set back area. With this revised plan, those with small site can construct stair case. 3 per cent of the sites in the residential areas will be earmarked for commercial purpose. Prior permission from district administration is essential to construct temples/mosques/churches. <br /><br />Illegal building<br /><br />The illegal sites which have come up before the approval of master plan for Mangalore will be legalised after paying 15 per cent of the value fixed by the Sub Registrar and the fee prescribed in column 18. <br /></p>
