<p>Belagavi: Women and Child Welfare Minister Laxmi Hebbalkar said that she would recommend the Chief Minister Siddaramaiah, Deputy Chief Minister D K Shivakumar and Home Minister Dr G Parameshwar to award highest medal to Police Sub-Inspector Annapurna who shot dead murder accused Ritesh Kumar, who also attempted rape, in Hubballi town on Sunday.</p><p>Hebbalkar told reporters here Monday, "I have always being advocating for stringent punishment for the accused involved in atrocities on women, and capital punishment was the highest that could be given after conducting trial. I compliment Police Sub-Inspector Annapurna for the action taken and shall recommend the highest medal to be awarded to her by the government."</p><p>"We do not give Rani Channamma Award for government employees. If the award was presented to government employees, Annapurna would be the first. We want the evil of meeting atrocities on women to be eradicated," she said.</p><p>Regarding allegations by the BJP that the law and order situation in the state has deteriorated, she said, state government has managed the Hubballi incident efficiently. "We shall not compare the law and order situation in the state with others. BJP leaders making allegations against us should see the law and order situation in Manipur and other states. Prime Minister Narendra Modi has not visited Manipur. We are seeing what has been happening across the country."</p><p>We are not opposed to caste census. Census of Veershaiva’s and Lingayat’s has been done separately. The population of people from all cases has increased in the last 20 years, and so has been the population of Veershaiva’s and Lingayat’s, but the figures appear less due to division. There was need for conducting census by combining Veershaiva’s and Lingayat’s, she stated.</p><p>To a query on BJP celebrating the centenary of Dr B R Ambedkar visiting Nippani town in the district, Hebbalkar said, Congress has belief in the constitution and its our sacred book.
