Rajya Sabha to debate motion for permanent mechanism to support international diplomacy during Sindoor-like operations

The motion emphasises that Operation Sindoor marks a “defining chapter” in India’s strategic history, characterised by military precision, exemplary coordination, and swift achievement of objectives with minimal damage to civilians.

New Delhi: The debate on Operation Sindoor will be held in the Rajya Sabha on a motion moved by BJP MP Samik Bhattacharya urging the government to set up a permanent Parliamentary mechanism to support international engagement during national security operations, taking a cue from the multi-party delegations sent abroad to campaign against Pakistan.

Then Chairman Jagdeep Dhankhar on Monday, the first day of the Monsoon Session of Parliament, had said that he had admitted the motion under Rule 167 (Discussion on a matter of public interest) of the Rules of Procedure and Conduct of Business in the Council of States (Rajya Sabha).

So far, the Business Advisory Committee of the Rajya Sabha has not decided on a schedule to hold the debate.

The motion “urges the government to institutionalise the model of coordinated Parliamentary diplomacy and strategic operations, and to establish a permanent parliamentary advisory mechanism under the Ministry of External Affairs and Ministry of Defence to support international engagement during such national security operations.”

It emphasises that Operation Sindoor marks a “defining chapter” in India’s strategic history, characterised by military precision, exemplary coordination, and swift achievement of objectives with minimal damage to civilians.

The operation “successfully neutralised” key national security threats and conveyed a “strong message of India’s resolve and readiness to act decisively when provoked”, it says.

The motion also says that Operation Sindoor has “significantly bolstered” public confidence, “fostered” national unity, and “elevated” India’s military stature globally through professional conduct and adherence to international norms.

Referring to the multi-party delegations that visited over 30 countries in May-June, it said a robust diplomatic campaign was simultaneously undertaken through Parliamentary delegations, who effectively engaged with global lawmakers, opinion leaders, and institutions to explain the rationale, objectives, and necessity of the operation.

"This diplomatic outreach helped secure international understanding, support, and commendation, transforming a strategic operation into a wider foreign policy and democratic triumph," the motion acknowledged.

After the return of the delegations, both Lok Sabha Speaker Om Birla and Dhankhar had supported the idea of having a permanent Parliamentary mechanism to support national security goals.
