Online system for layout, building plan approval

The Urban Development department will soon be ushering in an online system for approval of building plans, layout plans and change of land use.

Speaking to reporters in Bengaluru after holding a review meeting, Urban Development Minister U T Khader said that the department will also be coming out with common approval rules for the entire state.

Under the single-window system, applications for building plan and change of land use can be submitted online. Building plan for houses built on 30x40 sq ft plots will be sanctioned the same day if all the documents are in order, he said. “The scheme will be extended to houses built on 60×40 sq ft plots and will be processed within seven days. Otherwise the plan is deemed to be sanctioned,” Khader said.

For this purpose, a software has been developed by the IDSI system at a cost 7.46 crore. One can upload the blueprint of the building on a dedicated website and the software will verify and grant approval. The measure has been taken to bring in transparency following complaints of corruption and faulty plans. Site inspections will be done by related departments the same day.

Plan sanction can be obtained without running around to different departments, the minister said. At present, one has to apply with 14 departments to get an NOC for a building.

Projects to be blacklisted?

Khader said as many as 924 housing projects across the state are likely to be blacklisted by the government for not registering with the Real Estate Regulatory Authority, as mandated by the Real Estate (Regulation and Development) Act.

He said the department has issued notices to developers of these projects and was awaited a reply from them.

He said that as many as 1,626 developers were issued notices for flouting RERA norms, of which 604 developers had given a satisfactory reply. As many as 572 complaints were received for violating RERA provisions of which 221 were disposed of. In a bid to ensure that all housing projects comply with RERA rules, officials have been asked to check brochures and advertisements of project developers.

Khader said the government is considering a request made by the developers for modification of the rule that makes it mandatory for them to register with RERA within three months of getting the plan sanctioned.
