<p>The Industries Department of the Delhi government has made six suggestions to the Delhi Development Authority (DDA) for amending Delhi Master Plan 2021, which it believes would improve the functioning and development of industries and growth of Delhi as a modern city. <br /><br /></p>.<p>According to sources, Industries Department has emphasised revision of paragraph 7.8 of MPD that does not allow development of any residential building in the industrial area and thus not in tune with the Delhi government's Industrial Policy (2010-2021). “The Industrial Policy of Delhi prescribes for development of industrial areas so that the concept of walk-to-work is encouraged. This requires housing for people working in industrial areas. However, MPD does not allow development of any residential housing in the industrial area. <br /><br />Therefore, we have suggested the residential component should also be incorporated in the norms of development of industrial areas,” said a senior official from Industries Department. He said with ever increasing migrant population and congestion on roads and residential colonies, it is the in thing across the metros world over and should be implemented in Delhi. <br /><br />The Industries Department has also requested 2,794 acres of additional land that needs to be earmarked in the urban extension for development of industries. According to sources, the suggestion has been made on the basis of MPD that provides for four-five per cent of land to be used as industrial, but currently it is only 2.5 per cent.<br /><br /> “Presently, just about 2.5 per cent land is in industrial use. Considering that MPD (2021) itself says that four-five per cent of land should be put to industrial use, it has been suggested that 2,794 acres more should be earmarked,” said the official. <br /><br />The third important suggestion made is the need for transfer of development rights through land amalgamation. <br /><br />It means any industrial unit holder who offers his land for redevelopment gets rights for acquiring floor area in a redeveloped portion or a certificate for the same which he can sell as well. <br /><br />“This will be a profitable option for the persons who surrender land and thus act as an incentive for redevelopment”, the official said. <br /><br />Apart from these, the Industries Department has also suggested opening of knowledge-based industries and service sector, redevelopment of existing industrial clusters and doing away with the building height restrictions (subject to clearance from Airport Authority and Fire Department) in the industrial areas. <br /><br />MPD 2021, provides for review of provisions at regular intervals and the first review of the MPD is due this year. <br /> <br /></p>
