Speaking at a review meeting, he said that he has recommended for the empowerment of local bodies. Inspite of funds released by the Centre and state governments, funds are not utilised properly. District-level works must be divided and handed for to the Gram Panchayats for implementation.

He said gram Panchayats should issue license for constructing buildings.
He said 86,000 water connections have been provided in 125 Gram Panchayats in the district. Water metres have been implemented for 60 per cent of the connectuions.

Water tax must be collected for all the connections compulsorily, he added. Zilla Panchayat CEO P Shivashankar said Gram Panchayats have to pay Rs 12 crore to Mescom.

 A sum of Rs 9.14 crore tax is pending to be paid to Gram Panchayats by the end of October 2010. A sum of Rs 3.24 crore is pending in the form of water tax.

DDPI Chame Gowda said that a sum of Rs 245 lakh has been spent on high school builindgs in Dakshina Kannada district in 2009-10. In 2010-11, a sum of Rs 323 lakh has been released. The district requires Rs 460.65 lakh.
