Speaking to reporters on Saturday, Moily said the final report was at variance with the interim report. In the interim report, the commission had recommended a ban on communal outfits. However, in the final report, the commission has asked the government to identify the communal outfits. “Why did not the commission identify the communal outfits, when it recommended a ban. This is a failure of the commission,” he said.

Further, he said the interim report had recorded that the police exceeded their limits and harassed the minority community, in the name of protecting them. It had found fault with the district administrations as well. But the final report skipped these issues. “The State Government should act upon both the interim and final reports. It should not consider only the final report to safeguard its interests,” the Minister said.
