Transfer of other department staff can be done only under certain circumstances like filling vacancies in the interest of administration, working couple cases, mutual transfers, medical grounds, on public complaints, while giving promotions and to those who are due for retirement in two years.

Besides, officers will be sent on deputation from their parent departments only during transfer period and on the basis of requirement from the department.
Transfer of ‘C’ and ‘D’ group staff can be made only on the recommendation of Cadre Management Authority.
However, the total transfer of group ‘B’ staff should not be more than three per cent of the working strength and not more than 4.5 per cent for group C staff, the guidelines stated. All transfers under these conditions should be done before May 31, 2011. Any other transfer after the deadline must have the approval of the chief minister.
