Addressing reporters, party spokesperson Y S V Datta said BDA had acquired 181 acres of land in Kondadasanapura to form a layout in 1996.

Besides monetary compensation for the acquired land, the land losers were entitled to get sites of dimension of 60x40 feet under the special incentive scheme. But, as per the rule book, the sites can be allotted to the land losers only after the formation of the layout.

However, the BDA has so far allotted about 70 sites under the scheme in prime localities like OMBR and HRBR layouts, though the the Authority is yet to start the work on formation of the layout. “Interestingly, none of the land losers has got the sites. Some influential people have secured them by devious means. The BDA, as a result, has incurred a loss of about Rs 400 crore,” he alleged.

Datta said he has lodged a complaint in this regard with the Karnataka Lokayukta seeking a thorough probe. The complaint has been filed against Chief Minister Yeddyurappa, who holds the BDA portfolio, the BDA Commissioner and the Principal Secretary to Urban Development Department. As many as 160 people have lost their land for the proposed layout.

The BDA Member Secretary had, in a note dated January 1, 2011, informed the government that the sites could not be allotted under the scheme as the layout was yet to be formed. The government, however, chose to ignore it and the BDA went ahead with the allotment, he charged.
