Under secretary A S Madbhavi Shivaraju had issued the order as the case of changing the ownership of land under survey numbers 210 and 211 spread over 34 guntas in Palahalli had been proved to be true. Under the KAS Act 1956, section 8(4), a decision in this regard of compulsory retirement has been issued in government order 84.

The khata for survey numbers 210 and 211, which belonged to late Girigowda of Palahalli, had been changed in the name of Venkatamma, wife of Narasaiah of the same village.

The documents had been created by Narasaiah of Madivala caste, who projected that he was the son of Girigowda of Vokkaliga caste. The land was sold to T A Purushottam, son of Annayappa, who were residents of Rajarajeshwari Nagar in Mysore for Rs 2.5 lakh.

Girigowda’s great grandson P C Balakrishna had lodged a complaint with the Upalokayukta against Shivaraju in 2006. After investigation, the Upalokayukta informed the district magistrate to take suitable action against Shivaraju.

A police investigation was also held separately. The district administration ordered compulsory retirement for Shivaraju on September 5.
