Palike revises terms of garbage tender

Solvency requirement reduced to Rs 25 lakh a package

The Bruhat Bangalore Mahanagara Palike (BBMP) has incorporated new provisions in the garbage contracts to ensure accountability and allow participation of more class-I contractors in the tender process.

Addressing reporters here on Monday, Palike Commissioner Rajneesh Goel said the new conditions enable the civic agency to track  contractors if they flout any norms.  “According to the newly imposed conditions, we can slap penalty to the tune of five times the provisions made in the tenders called last year. We can terminate the contract in 24 hours if the contractor fails to perform,” Goel said.

The solvency requirement to take part in the bidding has been reduced to Rs 25 lakh a package from Rs 1.5 crore a package. The sum is Rs 2.5 lakh for Scheduled Caste/Scheduled Tribe contractors. The new norms allow 5,000 class-I contractors to take part in the tender process. The earlier terms allowed participation of about 90 contractors.

The precondition of two years experience has been done away with and the contractors have been allowed to take vehicles on lease.

“The relaxations imply that established players will not have an unfair advantage over the new entrants. This will result in breaking the monopoly of existing contractors,” Goel said.

To ensure accountability, the Palike will provide android mobile phones to its environment engineers to take and upload photographs on Palike’s website.
