Haryana Cong leader says 90 pc rapes consensual

Victims willingly go with predator, says Goyal

With discontent brewing among the people of Haryana over unabated incidents of rape in the last one month, Dharamveer Goyal, a senior Congress leader in the state said 90 per cent of such incidents are consensual.

The statement by Goyal, who is also a spokesperson of the district Congress, comes as a shocker since an incident of rape has been reported in the state every second day in the last month. In one of the cases, father of a victim committed suicide, while a Dalit girl immolated herself after being gangraped.  

Goyal said in 90 per cent of the cases, victims go with the person with consent.
Haryana Congress chief Phool Chand Mullana had also alleged conspiracy in such incidents.

The statements by Congress members come a day after former chief minister Om Prakash Chautala offered an abysmal solution to curb rape. Chautala said marriageable age of girls should be lowered to 16 years to contain crime against women.

However, Chautala on Thursday retracted his statement. He said: “If some khap or individual made suggestions about marriageable age of girls, then it is up to the government to accept or reject it. Anybody can give suggestions...but my support to it (khap panchayat suggestion) has been attacked. But I want to say that we neither supported it nor we made such a demand or suggestion.”

State BJP leader Anil Vij on Thursday came down heavily on Goyal. “It reflects the mindset of the Congress. First, they do not do anything and later come up with such outrageous statements. We will take up this issue. The BJP is organising a women’s rally in Rohtak on Friday,” he said.

Incidentally, the police have occasionally raised eyebrows on the version of the rape victims. In some reports, the police cited mismatch in statements by the victim.
