EC directive on transfer of officials

The Election Commission of India (ECI) has directed the State government to strictly follow the rules pertaining to transfer and posting of its officials who are directly and indirectly connected with the process of conducting the upcoming elections to the State Assembly.

The ECI, which has issued detailed guidelines to the Chief Secretary on transferring the officials, informed that it has taken serious view of complaints received in the past.
As per the guidelines, no officer connected with elections, directly or indirectly should be allowed to continue in the present district of posting. All those officers who have already served for more than three years in one place should be transferred.

But this does not apply to those appointed for specific election duties like district election officers, returning officers and assistant returning officers. Besides, those officers against whom a criminal case is pending in any court of law and those against whom the Commission has recommended disciplinary action should not be involved in the election work.

The ECI has also sent a detailed note on dos and don’ts on model code of conduct and asked the government to send an action taken report in this regard before March 24.
