Bangalore-based RTI activist B V Goutham had applied for information about a flat and an agriculture land in June 2007. The PIO had asked him to pay a fee of Rs 22 to get the photocopies of 11 pages.
When Goutham sent the amount through money order, the PIO refused to accept the fee on the grounds that the MO is not an accepted mode of payment under the RTI Act. The KIC, settled the contention approving to consider money order as a valid mode of payment.
