Senior KAS officer Vijaykumar N Torgal took charge as registrar, Institute for Social and Economic Change (ISEC), Bengaluru on Thursday.
He was the Special Secretary, Department of Personnel and Administrative Reforms (DPAR), before his new posting. He was due for retirement by July-end.
He is now eligible to hold the new post for five years. He has done his PhD from ISEC.
