"You are testing the patience of the people of the country... This is not good. This is not democracy, ", Chairman of Rajya Sabha Venkaiah Naidu said in Upper House on Wednesday while criticising its members for frequent disruptions.

Upset with some members rushing into the Well and disrupting the House proceedings, Naidu, who is also Vice President said, "This is stifling of democracy. Please understand that the entire country is agitated, concerned and depressed as to what is happening in the House."

When members did not listen and continued their protest, he requested them to co-operate and promise to allow the discussions of all the subjects they wanted to raise.

The Congress and the Bahujan Samaj Party (BSP) members were protesting against the Central Government's alleged involvement in dilution of Scheduled Castes and Tribes (Prevention of Atrocities) Act. TDP members gathered in the Well demanding special status for Andhra Pradesh, both DMK and AIADMK have been urging the Centre for the immediate constitution of Cauvery Water Management Board.

"At least have some discussion and allow the Bills to be passed. Only two days left.We have not transacted any business, including important Bills. A number of Bills are pending before the House. The country wants development. The country wants legislation," he said while adjourning the house till 2 pm.
