The PAC called B K Syngal, former chairman of VSNL and at present a working consultant, in connection with the distribution of telecom licences in 2008.

The PAC for 2010-11 is being headed by BJP leader M M Joshi. The committee has questioned several senior officials in the Department of Telecom and also former Telecom Regulatory Authority of India (TRAI) chairman Nripendra Misra on the issue in the recent past.

According to sources, Syngal, taking example of 3G spectrum auction, which fethced the government nearly Rs 68,000 crore, made the case for similar practice for all additional allocation in the 2G spectrum as well.

He is understood to have explained the PAC about the telecom scenario at the time of distribution of licences and analysed the recommendations by the TRAI for new licences.
Syngal declined to speak on the issue and even other members of the Committee also refused to comment saying they have been instructed not to speak.Sources also said there were allegations and counter allegations among the member of DMK and AIADMK. This, however, could not be ascertained.Asked whether the PAC would be inviting Syngal again, they said a decision would be taken later.
