Farooq was the inspector general of police security. He had joined as deputy superintendent of police in 1977. He was inducted in IPS in 1995 with date of birth February 5, 1949.

On August 13, 1998, the officer had represented for a change of his date of birth from February 5, 1949, to November 25, 1951, on the grounds that his date of birth was recorded wrongly in the school and the state government under an order changed the date of birth of the officer.

But the Union home ministry on coming to know about the issuance of state government asked the latter to intimate the circumstances and rules under which it had changed the date of birth of Farooq Ahmed.

The Union home ministry objected saying the state government had no jurisdiction to change the date of birth. The home ministry said the date of birth of Farooq Ahmad must remain February 5, 1949 and not November 25, 1951.
