Two review mechanisms to monitor literacy mission: Sibal

The state review committee and central review committee would monitor the functioning of the Rs 6,000 crore programme, which has been recast with enhanced focus on educating women, he said replying to supplementaries during Question Hour.

To make the programme inclusive, of the targeted beneficiaries at least 85 per cent will be women, he said.

Sibal said a unique accounting system has been introduced to transfer funds for the programme which will be released in a special bank account of the State Literacy Mission Authority (SLMA).

The SLMA will disburse money to district councils which in turn will forward it to panchayat and block level, he said adding that at the panchayat level funds will be released only against vouchers.

"A web-based accounting system to facilitate 'just-in-time' release of funds and also robust monitoring and evaluation system has been devised to infuse transparency, accountability and organisational efficiency in implementation," he said.
