The proposal may come up before Cabinet Committee on Security for its approval, according to Ministry officials. Union Home Minister P Chidambaram has been pointing out problems on account of  overlapping of functions of a number of Central and state security and intelligence agencies. He had suggested an integrated system for internal security.

This is the second major step by the home ministry after the appointment of former head of Mahindra Special Services Group Raghu Raman as chief executive officer of the Natgrid project.

Chidambaram has recently also advocated constitution of a National Counter Terrorism Centre with a view to streamline the security apparatus. The NCTC in the US functions under the director, National Intelligence, who reports directly to the President and takes orders from him and not from the secretary for Homeland Security.
